Papua New Guinea has a secessionist movement in the Autonomous Region of Bougainville so they'll be hesitant to recognize an independent Palestinian state before Israel does. They have a vested interest in keeping unilateral declarations of statehood from being viewed as legitimate.

Surprisingly Serbia which is nearly always hostile to unilateral declarations of statehood because of Kosovo recognizes Palestine as an independent state because Yugoslavia did so in 1988. 

However, oddly Palestine doesn't recognize Kosovo as independent and Kosovo doesn't recognize Palestine either. The Palestinian position is that Kosovo is and remains part of Serbia and that one can't simply declare a state without the approval of the sovereign state that has sovereignty over the area. 

It's worth mentioning that Kosovo is substantially different than the West Bank legally because Jordan relinquished all claims to the West Bank in 1988 (as well a reneging on a promise to spend 1.3 billion dollars US on development in the Wet Bank and eliminating constituencies in the the West Bank from their seats in the Jordanian parliament). 

The Jordanian position is the West Bank isn't part of Jordan and the Israeli position is that the West Bank is not legally part of Israel, merely occupied pending the signing of a final peace treaty concerning the area, effectively meaning no state recognized by Israel has sovereignty there, including Israel. Kosovo on the other hand was legally part of Serbia and the Serbian government maintains it still is legally part of Serbia whereas the government of Kosovo maintains they are now an independent and sovereign nation.

At this point, nothing. It’s performative to gain or keep votes. They recognize the PA as the de facto leader when Hamas is still there, so technically it wasn’t recognized officially until the PA takes the reins.

Palestinians have been offered a state time and time again. They always refused and instead insisted on destruction of Israel and support for Hamas (and similar organizations). They generally consider them self Arab not Palestinian and want be a part of bigger Arab state. They are not overly interested in Palestine as independent country.

It’s sad really. The biggest obstacle to Palestine becoming a normal (independent) state are Palestinians them selfs. It’s like having a drug addicted in the family. It hurts you seeing them this way but till they decide to help them selfs there is nothing you can do.

Palestine is not an independent state.  I'm not saying it shouldn't be one. 

But rhat is the actual situation, the OLP is now dependent on Israel. 
There are two separate and rival governments in Palestine. 
There are Israeli settlements inside the Palestinian territory , that is not something that an independent state would permit.

An independent state by definition controls their territory. The OLP has  limited control of parts of Cisjordanie. Hamas used to control Gaza but Gaza is now  effectively  a bunch of ruins in a state of semi-anarchy or occupied by Israel. 

With all the goodwill of the world they aren't an  independent state. 

An independent state has by definition:

- An independent government 
- control and monopoly of violence over a territory 
- relationships with other governments.

What exactly is anyone recognizing here?

The Palestinians *have every opportunity now* to have a country.

They've dragged their feet and want land they do not live on, or possess, or really even have any *claim* to. The areas they live in now were owned by Jordan and Egypt. Those countries did not 'deed' the land to them. It's so bizarre we have this concept of the Palestinians land being occupied when it really does appear that they haven't actually owned the land. Israel's perspective of this land being disputed makes sense. 

What this posturing with declaring recognition does is try to put pressure on Israel to *cede* land to Palestinians. And it does so without offering any solutions beyond feel-good posturing of "we believe in a two-state solution and want everyone to come together".

Palestinians demonstrate they do not want a two-state solution. They want what isn't theirs to have -- and the only progress they've made in that regard is creating a propaganda and "alternative fact" war that minimizes why they aren't currently sitting on any of the land in question: they've continually chosen to fight a winner-take-all battle, and they've simply lost. The current land divisions are fair in that regard. And by not establishing a state in the territory they live in, they're slowly allowing more and more land to get "taken" because it, essentially, is available for the taking.

It's so frustrating to see leaders in the world continue on this path of a 'two-state solution" that has only ever been defined as Palestinians getting land they don't own and a capital they don't live in. The Palestinians only export seems to be war and religious islamist ideology.
